JUVENILE FIRESETTER INTERVENTION

The Prevention Division utilizes the Oregon State Screening Tool to determine if youth, who have misused or have shown an interest in fireplay, are appropriate for educational intervention. If a youth scores too high on the screening tool, the state recommends that the interventionist refer the family to professional mental health counseling.

Youth can be referred to FPO Lasher, by: a parent/guardian, school administrators, the Juvenile Department, a Fire Investigator, or by a Law Enforcement Officer. Juvenile Firesetter Intervention is initially conducted with the parent/guardian present, lasts approximately 1 hour and consists mainly of filling out the screening tool. If educational intervention is appropriate, it is tailored to the youth involved and is focused on strength based learning. The prevention division utilizes the county protocol

SCORE ONE FOR SAFETY, FIREPLAY INTERVENTION, REHABILITATION AND EDUCATIONAL SERVICES (SOS FIRES) Fire Prevention Officer Lasher serves on the Board of Directors of this organization along with Mental Health Professionals and other Fire Service Professionals. SOS FIRES is a tri-state organization that was formed to financially assist those families, whose child scored too high to receive intervention services from FPO Lasher, to receive mental health counseling. The members of this organization wrote and received a second grant for research and for development of a nationwide, downloadable data collection system. SOS FIRES also offers scholarship funds for Interventionists to attend continuing education trainings and conferences.

CLACKAMAS COUNTY JUVENILE FIRESETTER INTERVENTION NETWORK (JFIN) JFIN is a countywide coalition that has made great strides in increasing the cooperation between Law Enforcement, Mental Health, School Districts, the Juvenile Department and the Fire Service. Recently a county wide ‘Resource’ book was developed and distributed which has allowed for a unified approach to the firesetter issue. In addition, JFIN develops and hosts an Annual ‘Summit’ which brings together all organizations that intersect concerning youth firesetting behavior.

YOUTH SERVICE TEAM (YST) YST is a local coalition comprised of: school counselors, principals, police officers, coaches, fire service, youth treatment centers, mental health professionals, and community members that meet on a monthly basis. This group addresses a wide range of issues as they relate to youth in the Oregon Trail and neighboring school districts. In 2005, the members voted to take a more active role in developing additional and supporting existing prevention programs, versus focusing solely on intervention services
